MANAGEMENT COMMITTEE CONSTITUTION AND RULES
This Constitution and Rules approved by the Management Committee at its meeting held on 30th April 2026 is to be read, where applicable, in association with the Conveyance and Trust Deed upon which the Hall was established as a charity in 1977.
1.0 OBJECTIVES To provide a centre for the benefits of the inhabitants of the parish of Lubenham without distinction of political, religious or other views and opinions. The use of the Hall shall include meetings, recreational purposes and such other activities, which at the sole discretion of the committee, shall be considered to be appropriate.
2.0 MEMBERSHIP The Management Committee (The Committee) shall comprise of the duly appointed Trustees and the elected members nominated by local organisations which use the Hall on a regular basis along with any co-opted members who may be appointed at the Committees discretion. The role of trustees and membership of nominated members will be subject to re-election at each Annual General Meeting (AGM). Co-opted members may be appointed at any time at the discretion of the Committee and subject to reappointment at subsequent AGMs.
3.0 CHAIRMAN AND VICE CHAIRMAN OF THE COMMITTEE A Chairman and Vice Chairman shall be elected at each AGM.
4.0 MEETINGS OF THE COMMITTEE The Committee shall hold at least two ordinary meetings each year. A special meeting may be summoned at any time by the Chairman giving seven days notice to members of the matters to be discussed. Voting in committee shall be determined by a majority of those present. In the case of equality of votes the Chairman shall have casting vote. At all meetings the quorum shall be not less than one third of the total number of the membership for the time being.
5.0 ANNUAL GENERAL MEETING The Committee shall, at each AGM, present the meeting with a report of activity and accounts for the preceding financial year. All residents of the area shall be entitled to attend and due notice shall be made of the date and time of the meeting by suitable methods of communication.
6.0 DUTIES OF THE COMMITTEE The Committee shall:
a) Set the date of each AGM.
b) Determine any matters which the Committee wishes to propose to the AGM for consideration and adoption.
c) At its discretion appoint a Treasurer and Secretary .
d) Keep all income deposited in a safe bank and keep safe custody of all documents.
e) Determine from time to time the signatories on behalf of the Hall.
f) Agree the appointment of an auditor
g) Agree at its sole discretion the terms and conditions of hire for any lettings of the Hall including, but not limited to, the rates of hire.
h) Ensure the Hall is kept in good repair.
i) Effect suitable fire, theft, public liability, and building insurance at all times.
j) Regularly review these rules and consider and approve any proposals it deems appropriate for adoption.
7.0 DATA PROTECTION A Data Protection policy shall be maintained at all times under the provisions of the Data Protection Act 2018
